Stevens County Booking Photo Records
A booking photograph records appearance during one arrest and jail intake. It does not establish guilt, disposition, present custody, or release. The person may have posted bond, had charges dismissed, been acquitted, served a sentence, or moved to another custodian. Match the image to the booking number and date before using it to identify the episode.
Kansas law does not require every sheriff to publish all mugshots online. Public-record access and proactive web posting are different. Stevens County’s official page has no mugshot gallery, release feed, or photo archive. A requester may ask for the photograph under the Kansas Open Records Act, but the custodian may apply lawful exemptions, redactions, and actual-cost charges.
Stevens County Mugshot Channels
The source defines what an image means. A Stevens County booking photo comes from the sheriff’s episode. A KASPER image belongs to a KDOC record. A KBI image serves a registration duty. News and commercial copies may have no current government context.
| Channel | Photo? | Access and limits |
|---|---|---|
| Sheriff web roster | No official channel found | No local roster or recent-release gallery was published. |
| Sheriff request | Request separately | Identify one person and booking episode; disclosure is subject to law. |
| KASPER | Sometimes | A KDOC image may display only for a state-corrections record. |
| KBI registry | For registrants | Not a general arrest or released-inmate photo search. |
| VINELink | Not a local gallery | County-jail custody notice, not a sheriff photo archive. |
| News or press | Sometimes | An arrest image does not prove later release or current status. |
| Commercial copies | Sometimes | Can be stale, mismatched, incomplete, or retained after change. |
The BOP locator is not a general mugshot service. ICE and USMS tools should not be represented as photo galleries. Use those systems only when a documented federal or immigration custody path exists.
No Stevens County Mugshot App
No Stevens County sheriff jail-information app or official release and mugshot social feed was found. The county page has ordinary sharing controls, but those are not a custody database. Do not substitute an app that merely lists the county or a commercial booking page for an official source.
VINELink is available as a statewide county-jail notification tool. It is not operated as a Stevens County sheriff photo archive. Its role is to report participating custody status and let users register for changes. It also excludes KDOC state-prison custody. These boundaries prevent a mobile custody alert from being mislabeled as a county booking-photo record.
Request Stevens County Booking Photos
Use the official county request form and address the request to the Stevens County Sheriff’s Office records custodian. Ask for an existing photograph, not research or an explanation. A narrow request reduces cost and helps the office find the right image.
- Give the full name, date of birth if known, booking date range, and booking number.
- Request the associated booking photograph as a separate electronic record.
- Ask the custodian to confirm that the image corresponds to that episode.
- Request an estimate before costs exceed a chosen cap.
- If withheld, ask for the legal basis and any segregable portion that can be released.
The published schedule lists $15 per hour with a one-hour minimum, $0.50 per page, $0.50 per emailed scan, and $15 when the record is already in an emailable system format, plus postage for hard copies. K.S.A. 45-218 requires action as soon as possible and an explanation by the end of the third business day if access is not immediate. That is a response rule, not guaranteed production within three days.
Stevens County Photos Elsewhere
Local news or an official press release may show a photo linked to an arrest. Preserve its publication date and caption. The image alone cannot confirm that the person remained in jail, left custody, or had a particular case result. Return to the sheriff’s prisoner calendar and court case for those facts.
Commercial aggregators deserve the least evidentiary weight. They can confuse Stevens County, Kansas, with another place, copy outdated data, omit transfers, or retain an image after the official record changes. They should only generate a lead. No commercial mugshot publisher or removal service is linked or endorsed here.
Stevens County Expunged Photos
Kansas distinguishes arrest-record expungement under K.S.A. 22-2410 from conviction or diversion expungement under K.S.A. 21-6614. Eligibility depends on the record, outcome, offense, elapsed time, and current law. An expunged public no-result does not prove that an old screenshot was accurate, nor does it authorize reconstruction from caches.
Start with the creator of the image or record. Identify the exact booking, state the correction or expungement basis, provide the supporting court order, and ask for the agency’s procedure. The sheriff controls its record. The clerk controls the court record. A publisher controls its own copy subject to applicable law.
No verified Kansas anti-pay-to-remove mugshot statute was found in the official statutory sources reviewed. That negative finding is not a conclusion that every publication or fee practice is lawful. Avoid paid removal claims and seek legal advice for a specific dispute.
When an official record changes, save the order and the custodian’s written response. A dated correction trail helps distinguish the current government record from a copy that another publisher may still display. Do not assume deletion from one source updates every copy.
Verify Stevens County Photo Identity
A photograph is weak identity evidence by itself. Compare the booking number, date, full name, and agency. KASPER photographs can relate to state corrections, while KBI registry photographs are updated for registration and are not Stevens County booking images. A person can have more than one photograph from different events.
Pair a sheriff photo with the prisoner-calendar entry. Under K.S.A. 19-1904, that calendar states the prisoner’s identity, commitment and discharge information, release authority, and exact time. Then compare the court case for disposition. This chain keeps an image from carrying claims it cannot support.
Stevens County Photo Differences
A sheriff booking photograph documents appearance during the local intake. A KASPER image belongs to the state corrections record of someone who entered KDOC custody or supervision. A KBI registry image is maintained for a person subject to a statutory registration duty. These images may depict the same person at different times, but they cannot be labeled as the same record type.
The KBI Registered Offender Search covers only people required to register under Kansas law. Presence does not prove active parole. Absence does not prove discharge, lack of a case, or current custody. The registry’s updated photograph serves registration, not Stevens County booking. Label its agency and date if it is relevant to a purpose-neutral court or record inquiry.
KASPER likewise is not a county-jail photo search. It covers KDOC-operated or funded programs and may display a public photograph for some records. If the sheriff says a person transferred to KDOC, search KASPER after intake. If the person simply bonded out locally and never entered the state system, a KASPER no-result says little about the Stevens County photo.
Match Stevens County Photo Records
Use the district-court case to interpret the booking episode, not to locate a routine jail photograph. Public case fields can include case number, county, charges, hearings, journal entries, disposition, sentence, probation, warrants, revocations, and satisfaction or discharge events. The portal is an index and document-access system, not a custody tracker or standard photo repository.
A booking photo may remain even when the charge ends without conviction. Bond means the person left custody subject to court obligations. Dismissal or acquittal addresses the case outcome. Time served reflects a sentence and credit decision. Transfer means local custody ended while confinement may have continued. None of these meanings can be inferred from the face in a photograph.
When a portal document is missing, Kansas Supreme Court Rule 22 distinguishes online portal access, courthouse terminal access, and nonpublic records. Ask the Stevens County clerk whether a public journal entry can be obtained. Then pair that entry with the sheriff record and image for a coherent, dated account.
Stevens County Photo Request Detail
A strong request names the record creator and does not demand that staff create a new report. Ask for the associated booking photograph for one identified booking, in its maintained electronic format if available. Include the full name, birth date if known, booking date range, and booking number. Also request confirmation that the file corresponds to that episode.
Kansas Attorney General Opinion 1987-25 concluded that a jail book listing confined persons is not a criminal-investigation record and must be open. That supports access to the prisoner-calendar information. It does not automatically decide disclosure of every photograph, narrative report, protected identifier, or active-investigation record. The custodian must apply the current law to the requested image.
If an image is denied, request the precise statutory basis. Ask whether a redacted version or segregable portion can be released. Keep the request, estimate, agency response, court order, and corrected copy together. This record trail is more reliable than an undated screenshot copied from an unknown source.
K.S.A. 45-216 states Kansas policy favoring openness, but K.S.A. 45-221 lists categories an agency need not disclose. Operational security material, protected personal data, medical information, juvenile records, qualifying active-investigation material, and sealed or expunged information can receive different treatment. A booking record should not be described as automatically open in every detail.
Ask for the maintained electronic format when useful. If cost is high, narrow the booking date and remove unrelated records from the request. K.S.A. 45-219 allows reasonable fees tied to actual cost and advance payment in appropriate circumstances. An itemized estimate makes the scope and charge easier to review.
Corrections should also go to the creator. Identify the disputed image or field, provide the booking and case numbers, attach the supporting court order, and ask for the agency’s correction process. Preserve the written result. A third-party copy cannot correct the sheriff’s source record or the clerk’s court entry.
